What does a Civil Judge do?

A Civil District Court judge hears cases assigned to them, applies the law fairly and impartially, rules on legal issues, and ensures that all parties receive a full and fair opportunity to be heard. Judges must follow the law and decide cases based solely on the facts and evidence presented.

    Civil District Court is a trial court that hears non-criminal legal disputes. It is where individuals, families, and businesses resolve disagreements involving property, contracts, family matters, personal rights, and personal injury.

  • What types of cases does Civil Court handle?

    Civil District Court handles cases such as property disputes, contract disagreements, successions and estates, family law matters, domestic restraining and protective orders, and other civil legal issues. These cases affect everyday life, from housing and finances to family stability.

  • Does Civil Court hear criminal cases?

    No. Civil District Court does not handle criminal cases. Criminal matters are heard in separate courts. Civil District Court focuses exclusively on non-criminal disputes between individuals or organizations.

  • What is a Judge Pro Tempore?

    In 2022 and 2023, Richard was appointed by the Louisiana Supreme Court to serve as Judge Pro Tempore for Civil District Court.  But what is that?  In Civil Court, a Judge Pro Tempore is a temporary judge appointed by the Louisiana Supreme Court to hear civil cases when the elected judge is unavailable. They have the same authority as an elected judge for the cases assigned to them.

More About Richard

Richard is a Louisiana native, attorney, and community leader dedicated to fairness, integrity, and service. A graduate of Loyola New Orleans Undergraduate and Law School, Richard has spent his career standing up for people and families.  In 2022 and 2023, Richard was appointed by the Louisiana Supreme Court to serve as Judge Pro Tempore for Civil District Court.
